Last year Mecklenburg County’s Department of Social Services witnessed a lot of misspending, in order to prevent it from happening this year they have decided to tighten its fiscal controls this year.
A memo will be made to county commissioners and would be handed over to the chief Finance Department for further supervision of monetary activities in other areas.
Apart from strict policy changes there are a lot of amendments made in the internal working system. The all department level senior financial managers would report to central finance. The chief department would be responsible for advising staff on clear accounting
For example, all department-level senior financial managers would now report to central Finance. Additionally, the main department would manage a support center to advice staff on proper accounting and other important matters.
Before the problem of misspending finances occurred a lot of departments functioned individually and maintained independent financial operations.
County Commissioner Bill James said that he felt all the monetary operations in any organization need to be under the CFO and he should be responsible for all monetary matters. Also the expenditure should be properly documented and stored for future records. He feels all this was not done before and therefore the fund for a noble cause was misused.
Once the memo is cleared by the county further discussion will take place. All the new procedures that would be implemented would go into effect on July1 but some crucial ones could take a longer time.
As per the official county records more than $162,000 was spent by the Giving Tree Charity but due to poor records where the record of where the money was used is not present.
With the new guidelines and strict procedures the department wants to make sure such incidents do not happen in future.
